Tillamook County approves $1.7 million lodging-tax award for North County Recreation District aquatic center in Nehalem

Tillamook County commissioners approved an intergovernmental agreement on Jan. 15 awarding $1,700,000 in transient lodging tax (TLT) funds to the North County Recreation District to complete construction of a 15,000-square-foot aquatic center in Nehalem.
The agreement calls for an initial payment of $550,000 upon approval and receipt of an invoice from the district, followed by annual payments of $230,000 in years two through six, county staff said. The TLT award was approved by the board at its Dec. 4 meeting and the IGA formalizes the payment schedule.
Why this matters: County officials described the funding as a “top-off” to a project the district has been financing locally. Commissioners noted the district had already raised substantial private and other public funds, and said the county contribution will complete work on the facility’s final phase.
Rachel Hegarty, Tillamook County chief administrative officer, told commissioners the county had discussed multiple alternatives and that commissioners had previously approved the award in December. Michael House, board chair of the North County Recreation District, said the district recently adopted a resolution to proceed with a municipal loan and expected to close the loan within weeks. House said the grant is required for the loan and that the project remains on schedule for a mid‑summer opening.
The motion to approve the intergovernmental agreement passed by voice vote. The board did not record a roll-call tally on the record; the clerk announced the motion carried.
