Bedford council awards two bridge contracts and approves pool repairs using state bridge aid and voter-authorized funds

The town recommended establishing project accounts up to $2.5 million to cover design, permitting, construction and related costs and to expend up to $443,086 in existing special bridge-aid funds as Bedford’s 20% share. Motion passed 6–0 (moved by Councilor Bill Carter, second by Councilor Sowell).
- Beals Road Bridge (Bedford–Merrimack line): The council awarded the contract to Neil H. Daniels, Inc. for $2,273,858 and authorized accounts up to $3,000,000 for the project. Staff said Bedford’s portion reflects the bridge’s existing location (approximately 85% of structure in Bedford) and Bedford’s share of engineering and abutter easement costs at roughly 17%. Motion passed 6–0 (moved by Councilor Bill Carter, second by Councilor LaBeouf).
- Municipal pool repairs: After reviewing two bids, staff recommended Triad Associates (Haverhill, Mass.) at $175,000 to remove tile, repair structural deficiencies, install pebble-tech plaster, and replace racing lanes and non‑skid surfaces. Staff said Triad is bonded and committed to complete work before Memorial Day to allow lifeguard certification and related opening tasks; the bid is below the warranted capital amount, leaving residual funds in the capital reserve. Motion to award contract passed 6–0 (moved by Councilor Bill Carter, second by Councilor Griazo).
Council discussion and follow-up
Councilors asked about bid qualification, design‑bid‑build procurement, and whether contingency and construction‑management costs are included in the project totals; staff confirmed the total project budgets include design, permitting, construction management and other project costs and said contractors on these projects are prequalified through the New Hampshire Department of Transportation. Councilors also asked whether state funds are already secured; staff confirmed the bridge aid is in hand and that projects will proceed with reimbursement requests to NHDOT.
Ending: The council thanked voters for approving the warrant articles that provided funding and staff for the projects and directed DPW to proceed with contract execution and state reimbursement requests.
