At its April 7 meeting the Dallas City Council approved its consent agenda, appointed a budget committee member and adopted council goals for 2025–2027.
The council approved minutes for the March 17 work session and council meeting by unanimous voice vote. The council appointed Sarah McMaster, a Dallas resident, to the budget committee to fill a term expiring December 31, 2026; the appointment was approved unanimously.
Councilors also approved the 2025–2027 council goals, developed in a February goal-setting workshop with staff and a consultant, and prioritized objectives within each goal area. Mayor Slack said large-format copies of the goals had been provided to council for legibility; the council voted to adopt the goals unanimously.
During first reading of Ordinance 1907, Special Projects Manager Tom Gilson explained the ordinance would create a written exception to the city code prohibiting provision of City water to properties outside city limits and the urban growth boundary. The request concerns a property on Elliot Road that staff records show has been served since at least June 1920 and 1942 (meter records); the owner asked to temporarily vacate service but retain the right to reconnect in the future. Staff reported they could not locate a written agreement predating 2009 and the ordinance would provide the written documentation to allow future reconnection. The ordinance was presented for first reading; no final adoption vote occurred at this meeting.
