Dallas approves amended ODOT funding agreement, narrows Godsey Road project scope

The Dallas City Council authorized the city manager to sign Amendment No. 1 to Local Agency Agreement 31218 with the Oregon Department of Transportation to provide $1,410,000 toward reconstruction of the south portion of Godsey Road.

Public Works Director Gary Marks reported the original 2017 agreement anticipated a larger project and additional funding sources that did not materialize. With costs having escalated and a major adjacent-business contribution withdrawn, the proposed amendment reduces project scope to the southern segment of Godsey Road between the bridge area and Monmouth Cutoff Road and includes curb, gutter, sidewalks, bike lanes, ADA ramps and street lighting. Marks said the agency has a full set of plans for the entire corridor but will truncate plans to the new scope for bidding.

Marks warned the agreement is time-limited: the ODOT funds must be used before the agreement expires in March 2027. He said the city expects to revise plans and go to bid in winter or early spring to prepare for construction in 2026. He indicated the total revised project estimate is about $3.1 million; ODOT funds provide $1,410,000 to the city and the remainder is expected from local street-development fees and other city sources. The council asked whether the SDC (system development charge) fund can be used for specific repair components; staff said some portions cannot be paid with SDCs and final fund allocations will be clarified during plan revision.

Councilors voted to authorize the city manager to sign the amendment. The motion passed unanimously by voice vote.
