Resident raises sanitation concerns about neighboring home with special-needs occupant

During the public-comment period, Vicky Bowman told council she and other neighbors have tried for months to help a household occupied by a 23-year-old man with special needs and his partner. Bowman said the home’s toilet does not work, that human waste and soiled materials have been left in the yard, and that the household has been dumping urine in containers out of open windows. She said neighbors have contacted code enforcement and police and that she has also contacted DEQ and officials in Eugene to arrange testing of the ground.
Bowman said the household’s former parent has been gone for more than a year and that contacts with city code enforcement, police and other agencies have yielded cleanup efforts (she said crews had raked and removed feces) but that urine and ongoing sanitation remain unresolved. She said the household members told her they lack functioning plumbing and that one household member said he would go to the city park to avoid getting in trouble.
Bowman asked council what assistance the city could provide to resolve the ongoing sanitation problem. The council did not record a formal direction on the public record during the meeting; staff presence and follow-up were suggested by Bowman’s comments and staff earlier indicated multiple departments had been engaged.
