The Dallas Planning Commission unanimously approved a conditional use permit Wednesday to allow a single‑family home at 272 Southeast Stone Street to operate as a short‑term vacation rental.
City planner Chase told the commission the application met the approval criteria in the Dallas Development Code, including the short‑term vacation rental special standards, and staff recommended approval. "Short‑term vacation rentals are a conditional use in our residential zones," Chase said during the staff report.
The staff report noted the property is in a single‑family neighborhood (though adjacent to multifamily apartments) and that the application met the special standards for vacation rentals. Those standards include: two off‑street parking spaces on the same lot, maximum occupancy (one person per 200 square feet up to 16 people, whichever is less), compliance with other single‑family development requirements, provision of refuse receptacles and garbage collection service, payment of transient lodging tax and designation of a local representative within the Dallas urban growth boundary or a specified distance from it. Chase told commissioners that "all of those criteria appear to be met in this instance, so staff are recommending approval."
The applicant was not present for the hearing; staff said the applicant, identified in the file as Mr. Baumann, notified the city he could not attend. No members of the public testified on the item. The planning commission voted by voice; Commissioners Swanson, Kawash, Schulte, Spofford and Newell signified aye and the motion passed unanimously. The commission’s order will be mailed to the applicant and participants of record within 10 business days.
The decision is final at the commission level unless appealed to the City Council or the State Land Use Board of Appeals under state land‑use appeal rules. The staff report and the approval reference the Dallas Development Code Chapters 4.4 (Conditional Use Permits) and 2.201/0.1201 (Short‑Term Vacation Rental special use standards). The commission did not add conditions beyond those in the staff report.
An administrative order documenting the Planning Commission’s action will be mailed to the applicant and to interested parties of record.
