Dallas wastewater UV upgrade expected to cut energy use; Energy Trust presents grant

Gary Marks, Dallas—s public works director, told the council on Feb. 3 that the city replaced a 25-year-old ultraviolet (UV) disinfection system at the wastewater treatment facility and expects the new system to cut the facility—s energy use for UV disinfection by about two-thirds.
Marks said the reduced power consumption equates to roughly 335,000 kilowatt-hours annually and about $17,000 in annual energy-cost savings. He also said the new UV lamps and ballasts have a longer useful life and are expected to reduce regular maintenance costs by about $25,000 a year.
Marks said the project cost $1,500,000 and was partially funded by a grant from the Energy Trust of Oregon in the amount of $127,496. Joreen Wong, account manager at the Energy Trust of Oregon, attended the meeting to present the grant check; Councilor Michael Schilling accepted the check on the city—s behalf.
Marks told the council the system had been designed to operate using two of three lamp banks but, at the time of the presentation, the system was running on one bank; if that continues the energy and maintenance savings could be greater than the estimates provided.
City staff identified several people involved in the project, including Caleb Trammell, facility manager (Jacobs); Craig Massey, project engineer; and Michael Pierce, city project inspector and manager. Staff and council posed no additional policy questions during the presentation.
