The City of Greeley Planning Commission approved a use‑by‑special‑review application to allow a small‑scale solar energy facility on approximately 14.41 acres within a larger 132.17‑acre parcel, with a condition that all construction documents be accepted and approved prior to permit issuance.
April Maderas, the case planner, explained the application and the zoning rationale. She said the parcel’s RE zone required a use‑by‑special‑review for a solar facility and that the city had already approved a rezone of the area. Maderas said the comprehensive plan calls for a suburban neighborhood in the area, but that "Porter Valley REA is gonna be acquiring the solar facility, and it ultimately will be utilizing the energy for our residents."
The proposal would place the 14.41‑acre solar site on the northeast portion of a larger 132.17‑acre parcel north of County Road 56 and about 1,400 feet east of 90 Fifth Avenue. Staff noted a minor subdivision application was being reviewed concurrently to create a dedicated lot for the solar facility and that the subdivision decision depends on approval of the use‑by‑special‑review.
An applicant representative, Forrest Breaker, asked if commissioners had questions and the public hearing was opened; no members of the public spoke. In action, a commissioner moved to approve the use‑by‑special‑review, including a condition that all construction documents be accepted and approved prior to issuance of permits. The motion was seconded, commissioners voted in favor and the motion carried.
Staff said the approval is contingent on standard engineering and construction review; the planning action allows the use in the RE zone, but permits and construction approvals remain subject to building, engineering and subdivision review.
The minor subdivision application is being reviewed concurrently and will proceed only if the use‑by‑special‑review remains approved and construction documentation is accepted.
