The Greeley Water and Sewer Board on April 14 discussed proposed 2025 bond resolutions for water and sewer projects but ultimately voted to table both measures until the May meeting to allow staff to provide more detailed information.
Virgil presented the water bond resolution, explaining the resolution would authorize water revenue bonds not to exceed $98.5 million. The project list included the West Greeley water utility infrastructure (about $23 million assigned to the bond), a $26 million placeholder for future water acquisitions over two years, Cherry Ranch contributions, distribution and transmission replacement, and other capital needs. Virgil emphasized that $98.5 million was the maximum authority and the actual issuance would be determined later.
Board members asked for time to review and requested more accuracy on the bond amounts before recommending the resolution to city council. A motion to approve the water-bond resolution failed for lack of a second; a subsequent motion to table the item to May was moved, seconded and approved by voice vote.
Later the board considered a sewer bond resolution authorizing up to $90.5 million for sewer capital, including a $32 million West Greeley sewer allocation and a roughly $46.9 million wastewater-plant rehabilitation project. Board members again asked whether a short delay would impede construction schedules; staff said the sewer fund had sufficient balance to absorb a one‑month delay and urged not to delay further. Nonetheless the board voted to table the sewer bond resolution to May to allow staff to sharpen the scope and final amounts.
