Commissioners discussed previous drafts and the option of swapping the county and city names into an agreement used by a neighboring county (Lampasas County) as a template. County staff said the city indicated it was willing to have the county serve as the lead jurisdiction in the ETJ review and permitting process, and the court voted to approve the interlocal as presented.
Commissioners and staff discussed an example where, under city-only review, a subdivision approval moved forward despite apparent conflicts such as septic locations and inadequate right-of-way width; commissioners said county review authority can avoid such conflicts by applying local subdivision standards in outlying areas.
After the vote the court directed staff to finalize and execute the interlocal agreement.
