Sheriff's panel recommends and court selects Prodigy Solutions for commissary and inmate trust services

The Commissioners Court approved awarding inmate trust accounting and commissary services to Prodigy Solutions after a four-person review panel scored five bidders and recommended Prodigy as top-ranked.
A sheriff's department representative told the court the panel (which included local law-enforcement and corrections experts) independently evaluated proposals against four categories and arrived at the same ranking order. The recommended vendor offered a higher revenue share to the county (the panel reported a 43% share versus the county's current 20%) and proposed to remit 100% of commissary proceeds to the county during the first month of transition up to $15,000 to mitigate start-up disruptions.
Panel members also highlighted Prodigy's ability to provide telephone services and tablets that can host inmate law-library materials and educational programs at no cost to the county. The sheriff's office said commissary funds have been used for indigent supplies and programs and that higher commissary revenue could expand inmate services including GED programming.
The court voted to accept the panel's recommendation. The sheriff and procurement staff will finalize contract terms and implementation plans.
