Court declines to issue broker RFQ; commissioners direct staff to issue simplified RFP for medical coverage

Coryell County Commissioners voted to decline issuing an RFQ for health-insurance brokerage services this year but instructed staff to move ahead with a request for proposals for medical coverage.
At the meeting the court discussed timing, broker compensation and whether using a broker would limit the county's direct negotiating ability with insurers. One commissioner said there likely was not enough time for a full broker selection and that issuing a broker RFQ could delay budget planning; another commissioner said a broker could add value by benchmarking county benefits against the market.
After discussion the court approved a motion not to issue RFQ 2025-02 for health-insurance brokerage services. Separately, commissioners asked staff to draft a simplified RFP that would request proposals that match current benefit levels as closely as possible while allowing insurers to propose alternate plan designs. Staff said it will gather required claims and benefits attachments from the auditor's office and stated a target schedule that would allow proposals to be evaluated in time for summer budget work.
The court emphasized the county's objective that any alternative plans should be at or below the current program cost and that in-network access (including the county's local health provider) should be part of evaluations. No broker was selected; the motion to not issue the brokerage RFQ carried at the meeting.
