Greeley council narrows artificial-turf rules, agrees on 50% front-yard cap with permitting

At a February 2025 meeting, the Greeley City Council directed staff to draft changes to the city’s development code that would allow artificial turf in residential front yards up to 50% of the required landscape area, subject to design standards, a permitting step and a final inspection.
Staff said the discussion was informational and that the ordinance and design standards would come back for formal action. Don Threewood of Community Development told the council the purpose of the meeting was to discuss “artificial turf and landscape amendments” and to solicit direction before drafting a formal ordinance. He said state legislation (identified during the presentation as Senate Bill 24005) is progressing and currently exempts single-family through fourplex residential properties and athletic fields, but the law and related bills remain under consideration at the state level.
