Board approves special-use permit to add sixth room at 105 South High Street bed-and-breakfast

On Oct. 13 the Galena Zoning Board of Appeals voted to grant a special-use permit allowing an expansion from five to six guest-rooms at 105 South High Street so the property owner, Caroline Sapira, can operate a six-room small inn (calendar number 25S-02).
Sapira told the board she owns the property through an LLC, Artemis Development, and that the sixth room is in the existing guest quarters with a bathroom and sitting room; she said the room has smoke detectors and is currently not used. “It's designed to kind of be part of the bed and breakfast,” she said during her testimony.
Board members reviewed site-plan and district standards and discussed parking. Sapira explained she encourages guest parking in the rear of the property and submitted photos showing six cars can fit; a neighbor, Rick Barriser, spoke in favor and said he lives about 50 feet from the property and has observed no parking issues during Sapira’s operation. The board adopted conditions in the form of required compliance with site-plan review standards and existing district standards noted in the record; the transcript lists the site-plan and district standards the applicant must demonstrate compliance with.
A motion to approve a positive finding of fact and grant the special-use permit carried on roll-call vote. The transcript shows the board recorded affirmative votes and closed the public hearing prior to voting.
