School nurse asks legislature to correct retirement years after temporary emergency assignment in 2010

Cheryl Delacille, a school nurse in the Nahant public schools, told the Joint Committee on Public Service that House Bill 2,944 should be enacted to correct her Massachusetts Teachers’ Retirement System credited service calculation.
Delacille said that in April 2010 a co‑nurse required emergent surgery and no qualified substitute could be found; she temporarily added one full school day per week for six weeks to cover the gap so student medical needs (including diabetes, severe allergies and seizure disorders) would be met. She said that decision was made at the superintendent and principal’s request during an emergent staffing shortage and that she returned to her part‑time schedule when the position was filled.
Delacille said her 6 small additional days nevertheless reduced her credited years of service by more than one full year in the retirement calculation. She previously appealed the calculation in 2016 and the matter moved through legislative filings but time ran out in a prior session; she asked the committee to pass H.2944 to correct the record so her retirement calculation accurately reflects her continuous service.
Committee members asked about the bill’s prior history and accepted Delacille’s written testimony; no committee vote was recorded at the hearing.
