Experts from the financial-services and legal community told the Joint Committee on Financial Services that proposed updates to the Uniform Commercial Code (H.1282/S.684) are needed to reflect electronic transactions and to maintain Massachusetts' competitive standing.
A witness described the UCC provisions related to investment securities as "central to Massachusetts" and said the amendments would allow businesses from the largest to the smallest to access national lending markets more readily when collateral and securities are governed by modernized law.
Another speaker noted that 24 states and the District of Columbia have already adopted similar updates and argued Massachusetts should not be left behind as transactions move to electronic platforms.
No opposition was recorded during the brief panel session; the committee did not take final action during the hearing.
