Auto maker urges bill to improve consumer recall completion rates and free remedies

A representative for Honda Motor Company told the Joint Committee on Consumer Protection and Professional Licensure that House Bill 474 and Senate Bill 291 are designed to improve safety-recall completion rates by notifying owners and providing free remedies over the life of a vehicle.
Greg Wall said vehicle manufacturers now estimate about one in four vehicles on the road has an open safety recall and that more than 450,000 Massachusetts vehicles are affected. He said the two main barriers to completion are lack of consumer awareness and outdated contact information, and he urged the committee to authorize use of updated registrar contacts to improve outreach.
Wall described manufacturer efforts to purchase registration records and other data, but said those sources are often outdated by the time outreach occurs. The bills, he said, would strengthen the ability to notify affected owners and ensure remedies are available at no cost for the life of the vehicle.
