The Township of Clark Council on March 17 introduced two bond ordinances to fund capital improvements and scheduled public hearings for April 21, 2025.
Ordinance 25-11 proposes a $1,050,000 appropriation for multiple public improvements and equipment purchases, including street repaving, the acquisition of a new ambulance for the volunteer ambulance squad, and upgraded servers and information-technology equipment. Business Administrator Jim Ulrich said the current municipal server is at end of life and needs replacement so township software remains supported.
Ordinance 25-12 proposes a $3,340,000 appropriation for several items: the second phase of Valley Road reconstruction (work will start in spring and may require multi-week staged closures), acquisition of a new fire ladder truck (including original apparatus and equipment) and replacement of the historic Robinson House roof. Ulrich told the council the ladder truck project has a long lead time—about 3½ years—and includes additional specialized equipment that will affect the final cost. Mayor Angel Albanese and Ulrich said the township received a $1,500,000 grant toward the ladder truck from Senate President Scatieri; after that grant the estimated local share is roughly in the neighborhood of $800,000 but the final price remains dependent on options and equipment.
The Robinson House roof is a historic-building project that requires a historic architect and specialized contractors; Ulrich estimated the full replacement could approach $350,000. The township has obtained approximately $145,009.50 in grant funding for that roof, leaving roughly $200,000 of the current estimate to be covered by bond proceeds or other grants.
Both ordinances were introduced by motion and will return to council on April 21 for public hearings and potential adoption. Administrators asked residents to expect traffic impacts during the Valley Road phase and cautioned that the ladder-truck procurement will take several years before delivery.
