The surcharge funds a state relay services program, established by House Bill 1028 (1993), to provide specialized telecommunications services and equipment to people with communication impairments. The commission noted that the North Dakota Information Technology Department administers the relay program and that the PSC annually calculates the surcharge before June 1 based on cost data submitted by ITD.
The action was procedural: the commission authorized publication of the notice in daily newspapers of general circulation and in its case filing system, opening the proposal to public comment and further processing under the cited case number.
