The Cypress City Council on April 28 approved a tentative tract map and authorized an affordable housing agreement for a proposed 26‑unit townhome development at 4872 Lincoln Avenue.
Planning Director Alicia Velasco presented the project as a three‑story, Mediterranean‑style townhome development on a property just under one acre. The proposal includes three units reserved for moderate‑income households and uses California’s density bonus law to add three units above the site’s base density.
Velasco said the development complies with height and setback standards and requested one waiver: reduced per‑unit common open space from 200 square feet to 98 square feet for the project’s density bonus concession. The applicant also sought a waiver to remove the city park development fee for the affordable units.
On traffic, staff reported the project would add about 175 daily trips (10 AM peak, 13 PM peak); that level is beneath typical thresholds for a significant traffic impact. Staff concluded the project qualifies for an infill exemption under CEQA and recommended council approve the tentative map and authorize the city manager to execute the affordable housing agreement.
Council members asked clarifying questions about site access and medians; staff confirmed there is a right‑turn‑only exit to Lincoln and a secondary exit to Bishop Street. After no public speakers on the item, the council moved, seconded and approved the tentative map unanimously.
The developer will be required to execute the affordable housing agreement specifying affordability terms, unit distribution, comparable finishes, and marketing plans before final subdivision mapping and building permits.
