Morris County adopts four bond ordinances to fund school and college projects; no public comment

The Morris County Board of County Commissioners adopted four bond ordinances and an amendment to a capital improvements ordinance during its regular meeting on April 21, approving funding for a roof replacement at the Morris County School of Technology, two building projects at County College of Morris and adding vehicle camera purchases for the Department of Human Services.
The measures were carried on roll-call votes after brief public hearings that drew no speakers. Commissioners also approved routine business including minutes, communications, resolutions and payment of bills.
The board adopted bond ordinance 2025-28 to replace the roof at Building 4 of the Morris County School of Technology, appropriating $1,560,000 and authorizing $1,485,000 in bonds or notes. Two bond ordinances for the County College of Morris were approved: ordinance 2025-29, appropriating $3,008,549 and authorizing $3,008,549 in bonds or notes for the design and construction of a new college building; and ordinance 2025-30, appropriating $1,451,000 and authorizing $1,451,000 in bonds or notes for an additional County College of Morris building project. The board also adopted ordinance 2025-31 to amend a prior capital improvement finance ordinance (No. 964545, finally adopted 05/24/2019) to include the purchase and installation of cameras for vehicles used by the Department of Human Services Division of Community Assistance and Resources.
Madam Clerk reported that no written public comments had been received in advance of the meeting: "No, director. I have not," she said when asked by the board.
Commissioner Stuart Shaw highlighted a separate non-financial resolution previously considered by the board, resolution 2025-362, marking the 250th anniversary of Paul Revere's ride and urging towns to display historically themed lights as part of a countywide commemoration. "We will be trying to light up parts of Morris County," Shaw said, naming St. Peter's Episcopal Church in Morristown as one participating site.

No public commenters addressed the ordinances during the hearings; board members made brief remarks and proceeded to votes. The meeting closed after commissioners offered seasonal holiday greetings and the board adjourned.
