The Teton County Planning & Zoning Commission approved a two-lot short plat to separate an existing residence from the remainder of a roughly 40-acre parcel at 8405 Baseline Road, moving to preserve the owner’s house while allowing the larger parcel to be sold for future uses.
Planning staff summarized the application as “proposed, 2 lot short plat” that seeks to create two parcels: one containing the existing single-family residence and a remainder parcel of about "38 and 3 quarter acres," and noted the application was filed before Victor’s updated area-of-impact boundaries went into effect. Planning staff also told commissioners that the site has an individual well and septic and existing access, and that Public Works recommended shared access unless the applicant justifies an additional county road access.
Allison Aylord, an engineer with Harmony Design Engineering representing the applicant Carmen Anderson, said the application stems from title research and prior unrecorded lot divisions. “Carmen is elderly. She’s not gonna be able to stay in that house for very long,” Aylord said, describing the family’s intent to keep the house and sell the larger portion.
Aylord explained the team concluded the short plat process was the appropriate route after reviewing recorded instruments and surveying the parcel. She told commissioners there are no immediate development plans for the new parcel and that access and road requirements for future development would follow county standards and potentially a future annexation with the city of Victor.
A public-comment speaker clarified a standard plat note staff recommended that limits the use of the short-plat process, saying the city and staff had confirmed the note means “you can't use this process again” for the same parcel division and that it does not bar any future division under other processes or annexation.
During deliberations commissioners found the short-plat approval criteria satisfied under the land development code and moved to approve the Anderson short plat as described in the application and staff report, with the conditions outlined by staff (including shared access expectations). The motion passed on a recorded voice vote: Commissioner Weber, Commissioner Wertenbrock, Commissioner Pemphold, Commissioner Kaufman, Commissioner Kohut and Commissioner Baker all voted “Aye.”
Next steps: the approved plat will proceed under the conditions in the staff report; staff and Public Works noted that any future development on the remainder parcel must meet county road, access, septic and well standards and that the short-plat note limits reuse of the short-plat process itself.
