Commissioners adopt second‑quarter budget adjustments; decision on employee bonuses deferred

Teton County commissioners unanimously approved a second‑quarter budget resolution on May 12 that reallocates existing appropriations to cover prior commitments and unanticipated needs, and deferred a separate proposal to grant a one‑time employee bonus pending further review.

Clerk/Treasurer reported that several accounts required transfers to cover previously approved expenditures, equipment replacements and legal fees. Commissioner James read Resolution 2025‑0512 aloud and the board approved it by voice vote. The resolution references Idaho Code chapter 31 (county budget statutes) and transfers available appropriations across funds to cover items such as a chip spreader purchase, HVAC repair at the law enforcement center and previously paid attorney fees.

Later in the meeting staff presented a proposed one‑time bonus structure that would pay $1,000 for full‑time employees, $600 for part‑time staff and pro‑rated amounts for seasonal workers. County staff said the funding sources would be remaining cash in property‑tax‑supported funds and other fund reserves identified in the packet. Several speakers at the meeting said they supported employee recognition, but commissioners expressed caution given fiscal pressures: the county faces potential reductions in federal PILT and Secure Rural Schools funding and other budget uncertainties.

Commissioner James asked to defer a final decision to a later meeting so Commissioner Wolf — absent for part of the morning — could participate. The board agreed to defer the bonus decision and revisit it later in the month or at the next meeting after additional budget review.

The budget resolution passed and will be recorded; staff will bring a revised bonus recommendation or budget context back to the board for action.
