The Teton County Board of Commissioners approved multiple land-use items at the April 28 meeting, including final and preliminary subdivision decisions and several conditions the planning staff said are required by the Land Development Code (LDC).
Final plat — Rolling Stone Acres: The board approved the four-lot Rolling Stone Acres final plat (10.21 acres, ARR 2.5 zone) subject to a final technical survey review before recordation and a requirement that the final plat put the access note under the plan notes heading, as requested by staff. The decision followed a public comment of support from a neighboring property owner and the applicant.
Preliminary plan — Osprey Landing: The commissioners moved to approve the Osprey Landing preliminary plan with conditions. Conditions include the requirement that building envelopes for specified lots take the LDC §5.4.3 wildfire guidelines into account, required preliminary approvals from the Eastern Idaho Public Health district (EIPH), Teton County Fire Marshal and public-works access permits before preliminary-board action where specified, and that applicants provide proof of water-right availability when open-space areas require water. Warranties and financial assurances for improvements will follow LDC timelines.
Preliminary plat — Eddy Line Ranch: The board reviewed Eddy Line Ranch (12 lots) under the new LDC framework that requires a higher level of completeness at preliminary approval because on-site infrastructure is installed after preliminary approval and before final plat. The board approved the preliminary plat but amended the staff conditions by removing a referenced legacy surety condition (condition 6) that did not match the new LDC requirement; commissioners asked staff to verify IDWR permitting for proposed stream crossings/bridges over Paks Saddle Creek prior to final plat, and to ensure building envelopes avoid steep slopes and address wildlife and floodplain constraints.
