Town plans beach sand remediation and blight-beautification; commission highlights agent determination process

Commission staff told the Inland Wetlands Watercourse Commission about proposed shoreline and town-property projects, including possible sand placement at Holland Beach, a blight-beautification fund to screen portable facilities at beaches, and a small seawall maintenance request that the building inspector may handle through agent determination.

Staff said the Holland Beach remediation is not finalized but is expected to mirror prior work at Resha Beach: contractors would bring in sand and, before spreading, remove exposed rocks (but not remove rock from under the lake). Staff said the town plans to use funds from a blight-compliance account repurposed as a blight-beautification fund for several projects, including screening porta-potties at town beaches. A pre-bid meeting for contractors on the blight program is scheduled in about two weeks.

On a separate, permitted-work matter, the commission reviewed an application packet from Grama Contracting for hand-work seawall maintenance at 539 Wheeler's Point. Staff characterized the work as a small, hand-done section and said the item is appropriate for agent determination to save applicants and the commission time. Commissioners discussed whether the town can impose bonds in agent determinations and noted that if complexity or remediation warrants, the matter would be brought to the commission for full review.

Ending: Staff will bring the Holland Beach remediation back once plans are locked, proceed with contractor outreach for the blight-beautification work, and continue to use agent determinations for limited hand-work shoreline maintenance where appropriate, with bonds imposed when needed.
