WINCHESTER, Conn. — The Board of Selectmen discussed nine town parcels the board had authorized for sale and directed the town manager to have the town’s realtor prepare recommended listing prices for the Multiple Listing Service and return to the board with a marketing plan.
Town Manager Paul Marino explained the process prescribed by the town ordinance on sale of property: referrals to planning and zoning, notice to abutters, and then sale by bid or MLS listing. Marino reminded the board that planning and zoning had reviewed the properties on Jan. 6 and supplied a letter of comments; the board had previously voted unanimously to proceed with sale and had included conditions on three parcels requiring blight remediation.
Selectmen discussed whether to put each parcel up for public bid or list on MLS with an asking price and accept offers. Marino said a listing on MLS would allow the town discretion to accept or reject offers; board members asked the town’s realtor, Dave Sadarana, to propose recommended listing prices and marketing timeframe. Marino said Sadarana was unable to attend because of illness but expected to work with staff on pricing.
Several board members asked staff to ensure public transparency about the sales process — notifying abutters, posting legal notices and including information in the packet — and to clarify how blight liens and encumbrances are being handled for the three properties subject to remedial conditions.
Ending: The town manager will have the realtor provide recommended MLS listing prices and a proposed marketing period; the board will consider those recommendations at a future meeting and will follow the ordinance‑prescribed steps (abutter notice and, if necessary, town meeting authorization) before closing any sale.
