The Board of Selectmen approved a reappointment and an appointment to the regional RRDD No. 1 district during the Feb. 18 meeting, and a discussion followed about how quickly the appointments were announced to the public.
Selectmen moved to reappoint Linda Guapo to RRDD No. 1 (term to expire December 2027) and to appoint John Prebznik to fill a vacancy (term to expire December 2025). The motions were seconded and the board recorded approval. One selectman raised concerns that the vacancy and appointment were not broadly advertised to town residents, asked why the board had not received notice and questioned the use of an “emergency” appointment when the district typically has enough members for a quorum.
The manager said the resignation had occurred the previous week and that the town followed the available procedures; some selectmen and residents said they had not been notified prior to the appointment. One member stated they would abstain from voting on the RRDD appointment because it was an RRDD matter; minutes record both the appointment and the expressed concern about process.
Ending The board approved the appointments and staff will update RRDD No. 1 membership records; selectmen said they will advertise future openings on the town website and social media to encourage broader applicant pools.
