Commission approves Holland Beach parking-area work for town public works

The Winchester Town Inland Wetlands and Watercourses Commission unanimously approved an application from the town Department of Public Works to install a parking area at Holland Beach.

The vote, taken after a presentation and brief public questions, came during the commission's regular meeting. Jim Rollins, director of public works, said the town has a purchase order ready and will start work “as soon as we get approval.”

The commission's approval accepts application IWWC 25-2 from the Department of Public Works for the Holland Beach parking area. Commissioners discussed neighborhood concerns raised on social media and outreach to nearby homeowners; Rollins said staff had seen comments but that the town had not received formal objections and that the department will follow up with affected homeowners as needed. The record shows commissioners asked staff to confirm details with the homeowner on the corner and to coordinate implementation timing with other seasonal operations.

Commission members asked about schedule and contractor mobilization; Rollins said an order had been written for delivery and that crews would begin work when approvals and procurement were complete. No environmental permit conditions beyond the standard wetlands protections were added at the meeting.

The approval was unanimous. The commission noted that additional, related work on East and West Wakefield Boulevard drainage had been discussed separately and may require follow-up site visits by staff and commissioners.

The commission will receive implementation updates at future meetings and will follow up with staff if residents raise new issues.
