At its April 28 meeting the Winchester Town Planning and Zoning Commission recorded the following formal outcomes:
• PCC 25‑4 — Earth excavation permit renewal (Property ID O39158019B, Torrington Road): Approved. The motion referenced submitted plans and retained previously imposed conditions; approval was by voice vote with no roll call recorded. (See separate article on PCC 25‑4 for details.)
• Special meeting scheduling — Motion to hold a special meeting on May 19, 2025 (to avoid conflicts with the town budget hearing on May 12 and Memorial Day on May 26): Approved by voice vote; some commissioners noted individual availability constraints but the motion passed.
• Approval of minutes — Motion to approve the regular meeting minutes for April 14, 2025: Approved by voice vote.
Several other agenda items were discussion‑only and did not result in formal actions: staff and commissioners discussed a proposed update to the official zoning map (public hearing set for June 9), potential rezoning inquiries (39 South Main), large‑parcel searches for manufacturing, interpretation of impervious‑surface rules, fence‑setback language in the Highland Lake district and drafting helipad regulations. DOT will present two bridge 8‑24 reviews at the June 9 meeting; the commission agreed to start that meeting at 6:30 p.m.
