Selectmen approve $4,000 uniform transfer, $3,880 pager purchase and $43,155 in tax refunds

The Winchester Town Board of Selectmen unanimously approved three financial items Monday: a $4,000 line-item transfer to replace or alter fire uniforms, a $3,880 transfer to buy eight pagers for the Winstead Fire Department, and authorization for $43,155.70 in tax refunds recommended by the collector of revenue.
Director of Finance Tom Andrew Harrington told the board the $4,000 transfer moves funds from an unspent administrative salary line to a uniform-maintenance line following a uniforms assessment by the new fire chief. “We are suggesting we take $4,000 out of the administrative salary line… and move it over into the maintenance of uniform line to outfit our men and women of our fire department,” Harrington said.
Harrington also presented a proposal endorsed by the fire chiefs to shift $3,880 from the Winchester on-call stipend fund to the Winstead firefighting equipment line to purchase eight pagers for volunteers. Chief Marchand supported the transfer, saying it would cover pagers for currently serving and future volunteers.
Separately, the board authorized tax refunds totaling $43,155.70 after the finance office reviewed a large set of overpayments and late real-estate bills. The Town Manager said the original OSHA-related penalties were reduced from $16,480 to $8,200 following appeals and that the town has paid the adjusted amounts; the town has also worked to resolve compliance issues.
All three measures passed without recorded opposition.
