Julia Kofoid of the Kansas Legislative Research Department summarized the Abstractors Board of Examiners’ budget for the Legislative Budget Committee and said the fee-funded agency requested essentially the same appropriation for fiscal year 2026 as for 2025.
Kofoid told the committee that the board, composed of three governor-appointed members, licenses and regulates individuals and firms that compile and sell abstracts of Kansas real estate to protect citizens from fraudulent or improper land-title transfers. She said the agency is funded entirely through an abstractor fee fund and reported a requested budget of just under $26,000 for FY2026 — the same amount approved for FY2025. The agency did not request any enhancements for FY2026; the FY2027 projection included a $10 increase tied to computer programming and supplies and a corresponding offset in professional-fee reductions.
Sean Herrick, director for the agency, was in the audience and available for questions but the committee did not record any follow-up action or requests.
Ending: The committee closed the abstractors budget hearing; no committee votes or formal actions were recorded.
