Hutchinson Correctional Facility budget hearing highlights $4 million overtime adjustment and capital repairs

Nicole Rincher, fiscal analyst with KLRD, presented the Hutchinson Correctional Facility budget to the Legislative Budget Committee, describing adjustments for overtime, shift differential pay, capital improvements and FTE reallocations.
For FY2025, Rincher said the approved amount was just under $50,000,000 and the agency's revised estimate was $53,100,000 (about a $3.1 million or 6.2% increase). She told the committee the facility carried forward an SGF reappropriation of $581,000 that the LBC deleted and that the FY2025 request included a $4,000,000 SGF adjustment for overtime pay that had been omitted from the prior year's budget submission. The agency also added $42,000 from the Correctional Institutions Building Fund for capital improvement projects.
Rincher said adjustments incorporated previously approved shift differential pay into base pay, resulting in a deletion of $843,000 in salaries for FY2025. For FY2026 the agency requested about $53,200,000 (roughly a $3.8 million or 7.7% increase), again reflecting the overtime correction carried into FY2026, an FTE deletion of one position reallocated to Lansing and other adjustments. Rincher said the LBC recommended deleting $162,000 for premium pay for bilingual officers in the FY2026 package.
The committee asked no further substantive questions before the Hutchinson hearing was closed and the Larned State Correctional Facility presentation began.
