Franklin County recorder: 350 of 643 boats renewed; DNR suspends $5 late penalty until July 1

Heather, Franklin County recorder, told the board that out of 643 registered watercraft in Franklin County, 350 have been renewed so far and that the Department of Natural Resources (DNR) has agreed to back the $5 late penalty through July 1 for those who renew.
“Out of the 643 boats that are registered in Franklin County, 350 of them have been registered. Or renewed. Excuse me,” Heather said. She cautioned that unrenewed watercraft may not be used; she said the DNR asked officials not to publicize the temporary waiver and that late-fee revenue is remitted to the state.
Heather also told the board the office is seeing an uptick in marriage-license applications and noted staff training and workflow adjustments to manage peak demand. She said smaller staffing and process changes are helping the office handle variable work, and praised staff member Stacy for her familiarity with procedures.
On policy, Heather said a bill that would change the 20/80 agreement requirements with Iowa Land Records appears likely to pass, which may change what counties can charge or how land records are managed. She said fee increases the county had hoped for are less likely if that legislation proceeds.
