County roads staff reiterate dust-control policy: applications two weeks in advance; no application before May 15

Franklin County roads staff told the Board of Supervisors on May 7 that county policy sets a May 15 start date for dust-control applications and requires applicants to submit paperwork at least two weeks before planned application.
“Right. Well, our policy states, you know, it can't be applied before May 15,” Jay, a county roads employee, said during the department update. The staff member explained that the two-week lead time gives crews the opportunity to “bleed the roads up and get them to bleed” so the dust-control product will hold properly.
Staff also said only two commercial providers currently have submitted required insurance certificates and are approved vendors for county dust-control services. County policy requires commercial vendors to provide a certificate of insurance before they can be authorized to apply material on county roads; some private property owners may apply products on their own if they purchase the product and notify the county.
The board discussed local conditions — dry soils and wind — that reduce the effectiveness of dust-control materials and noted that a road with fresh rock or recent repairs may need additional attention. Supervisors asked staff to continue to monitor conditions and to follow the established application and vendor-insurance procedures.
No policy change was adopted at the meeting; staff offered to bring the policy back for review if supervisors want to consider changing application windows or other details.
