Allen County accepts EMPG funds to reimburse 2024 emergency management salaries

The Allen County Commissioners on Feb. 14 approved acceptance of an Emergency Management Performance Grant (EMPG) that will reimburse a portion of 2024 salaries for the Allen County Department of Homeland Security.
Bernie Beyer, Office of Homeland Security, said the EMPG comes from FEMA through the Indiana Department of Homeland Security and is intended to offset salaries for up to three emergency management positions in county offices. Beyer explained that the share distributed to counties has fallen from roughly 50% historically to about 34% in the current year because the state retains a larger portion of the allocation. He said an additional supplemental allocation tied to COVID-19 and ARPA brought the county’s share up temporarily.
Beyer described the program’s population-based ceiling structure: smaller counties receive smaller fixed amounts while five counties with populations above 200,000 receive a $75,000 county cap. “So 75,000 is the maximum that we are eligible for and that is what we will receive,” a commissioner confirmed; Beyer agreed.
Beyer also said the grant is paid in arrears and typically arrives in the spring and represents reimbursement for a portion of 2024 salaries. The commissioners moved to accept the grant and carried the motion on a voice vote.
The public transcript did not include a line-item dollar amount for Allen County’s award beyond the program-wide ceilings Beyer cited; county staff will document the grant award in financial records when the funds are received.
