Bill Hartman of the Allen County Highway Department explained the agreement covers half the cost of improvements — $28,373.46 — and that the physical work has already been constructed by the district's contractor. Hartman said the agreement cleans up the paperwork between the county and the school district; the county did not want to process the district's contractor under county purchasing rules, so the interlocal agreement allocates payment responsibilities.
Commissioners moved and seconded approval of the interlocal agreement; the motion passed by voice vote.
