County approves wetland mitigation purchases for Monroeville Road—Wayne Trace roundabout

The Allen County Board of Commissioners approved two wetland mitigation-credit purchase agreements with Openings Wetland Mitigation Bank to mitigate wetlands affected by the Monroeville Road at Wayne Trace roundabout.
Bill Hartman of the Allen County Highway Department said the project requires mitigation ratios of roughly 2:1 or 3:1 when wetlands are filled for construction. The county's consultant (Metric Environmental) identified mitigation areas and secured permit approvals from the Army Corps of Engineers and IDEM. For the roundabout, the board approved a Phase 1 purchase of 0.069 acres for $5,520 (at $80,000 per acre) and a Phase 2 purchase of 0.258 acres for $20,640. Hartman said county staff previously managed mitigation sites in-house but concluded it was burdensome; purchasing credits from a mitigation bank places long-term inspection and management responsibility with the bank, which the Army Corps and IDEM require to maintain the site for five to ten years.
Commissioners moved and seconded the two purchase agreements separately; both motions passed by voice vote.
