A county project speaker explained that when Techcom performed its kickoff review it identified services not included in the original scope: onsite building‑envelope testing (airtightness and review during window and brick installation, and heat‑loss checks) and full testing and monitoring of the emergency‑power/generator transfer sequence. "Total price for these 2 changes together is $44,700," the presenter said.
The speaker and the county’s owner's representative (Weigand) recommended the additional services to reduce the risk of envelope leaks and to ensure the multi‑million‑dollar backup power system converts and operates correctly. Staff reported the original Techcom contract was significantly lower than the budgeted commissioning line item in the jail project soft costs, leaving room in the budget to cover the change orders without drawing contingency.
Commissioners approved the two change orders by voice vote with no recorded opposition. Staff said no additional commissioning scope is expected beyond these additions.
