Commissioners approve INDOT grant, roundabout engineering, concrete-street bids and other county infrastructure actions

At the April 4 meeting the Board of Commissioners approved a 50/50 INDOT road grant, engineering agreements for a roundabout, multiple concrete street repair contracts, a Russo Center change order and a bridge contract amendment; several property and donation actions were also approved.
The Allen County Board of Commissioners on April 4 approved a package of infrastructure and property actions including acceptance of an INDOT 50/50 local road-and-bridge matching grant for up to $1,500,000, agreements for roundabout engineering, multiple concrete-street repair contracts, a contract change order for perimeter work at the Rousseau Center and an INDOT amendment for a bridge replacement.
Bill Hartman of the Allen County Highway Department presented the Community Crossings grant award, saying the county is eligible for up to $1.5 million under the program and plans a set of resurfacing and drainage projects across northern and southern Allen County. Hartman said the package of projects has an estimated total cost a little under $3,000,000 and will be advertised for bidding in May with a planned completion in November 2025. He told the board the state program requires a 50% local match.
The board approved an agreement with Butler, Fairman & Seifert, Inc. for engineering and right-of-way services related to the Leesburg and Kramer Road roundabout not to exceed $554,555. Hartman described the Leesburg/Kramer location as the first of three planned roundabouts in the area and noted the design will include a 100-foot diameter roundabout with 12-foot truck aprons and work on large drainage culverts.
Facility maintenance director Vance Hernandez requested approval of Change Order No. 1 for the Russo Center 2023 perimeter improvements. Hernandez said Schenkel Construction performed plaza, landscaping and veneer-panel work and that while on site crews addressed settling pavers that posed a tripping hazard; the fix included leveling pavers and adding eight concrete benches. Hernandez said labor and related work totaled about $72,458 and the benches cost $33,915; after using a $50,000 contingency and accounting for earlier allocations of $8,766.45, the project left a deficit of $31,224.45, which the board approved as an increase to the contract.
The board also accepted bids from Milestone Contractors LP for two 2025 concrete-street repair projects: Oak Grove Villas and Oak Grove Extended ($884,146.28) and Carriage Cove ($434,039.54). County staff noted the two awards together total approximately $1.318 million, exceeding the department’s $1.2 million annual minimum goal for concrete repairs.
Other approvals included acceptance of a donation of two parcels from the Northwest Allen County Middle School Building Corporation valued at about $63,770 to support the Union Chapel Trail (staff said the parcels are the last needed for state funding eligibility), acceptance of a 50-foot right-of-way warranty deed from LBGBCG Parkview LP, and INDOT Amendment No. 1 to DES 2101756 increasing the bridge replacement contract for Bridge No. 24 on Cuba Road over Oberholtzer Ditch by $24,000. The INDOT bridge work is federal-aid (80/20) and will replace an existing span with a wider structure; staff said the amendment adds the appraisal cost for a required parcel.
