Allen County Commissioners approved the annual agreement with the Indiana Department of Child Services setting the 2025 per-diem for Chris Dunn Youth Services Center at $707.92 per day.
Chris Dunn, representing the Youth Services Center, said the rate is set annually by the state using the facility’s cost report and that the center is preparing to submit its cost report for 2026. “That is our rate for this year. However, it is down from last year's rate, which was ... $775.02,” Dunn said.
Dunn told commissioners the center serves 33 counties in northern Indiana and takes only children for whom the state will cover costs; when out-of-state children arrive the placing state must work through Indiana to secure payment. He said the facility is licensed for 25 beds and that population fluctuates; he reported roughly 12 children in care on the day of the meeting, down from a recent high of 21.
A commissioner moved to approve the contract/agreement with the Indiana Department of Child Services to set the 2025 rate at $707.92; another commissioner seconded the motion and it carried.
