Allen County extends pavement-marking contract with 3 Rivers Barricade for 2025

The Allen County Board of Commissioners on March 21 approved a 2025 contract extension with Victory Trucking and Supply Inc., doing business as 3 Rivers Barricade, to furnish and install traffic pavement markings on county roads as referenced in bid reference number 072022. The extension removes a fixed-dollar amount that had been referenced in the draft contract.
Bill Harmon of the Allen County Highway Department described the contract as the third extension of the original bid. The work covers four categories of striping—4-inch skip yellow, 4-inch solid yellow, 4-inch skip white and 4-inch solid white edge lines—covering about 1,400 miles primarily on hard-surfaced, higher-volume roads.
Harmon recommended approval, citing inflation and continuing need to refresh markings. A commissioner moved and seconded the extension; the motion carried by voice vote.
The county staff clarified that the dollar figure removed from the agenda was tied to a specific annual quantity of road miles and the 2022 bid reference; the extension preserves the bid's unit pricing and reference numbers for use in 2025.
