Allen County awards $421,015 bid to replace Keystone Building rooftop condensing units

The Allen County Commissioners on April 25 awarded Allen County Bid No. 032025 to G and L Corporation to replace four rooftop air-cooled condensing units and evaporator coils at the Keystone Building for $421,015, including a $30,000 contingency.

Vance Hernandez, facility director of maintenance, told commissioners the existing units were installed in 1987 and are now 37 years old. "These units were originally installed 1987, and they're now 37 years old," Hernandez said, and he described the work to remove coils and replace components. He told the board the project went through a public bid process but received only one responsive bid.

Hernandez said the job will likely require a very large crane to lift equipment from Columbia Street because a crane cannot be staged in the alley. He said the interior coil replacement will require substantial disassembly of at least one unit. A county consultant, DLZ, reviewed the bid and recommended awarding the contract to G and L Corporation. With board approval, Hernandez said the work is expected to take place between fall and winter of this year.

A commissioner moved and the board seconded awarding the bid; the motion carried by voice vote. Staff said the single bid and the crane logistics contributed to the overall cost.

Commissioners approved the contract award and authorized the project to proceed to scheduling and procurement steps with the awarded contractor.
