Allen County approves $11,100 amendment for Springfield Center Road culvert replacement

The Allen County Board of Commissioners approved Amendment No. 1 to the professional services agreement with Clark Dietz for the Springfield Center Road culvert replacement, increasing the contract by $11,100 to cover additional permitting and related work.
Bill Hartman of the Allen County Highway Department described the project as replacing and extending an existing culvert on Springfield Center Road as part of the county’s program to convert certain gravel roads to chip‑and‑seal surfaces. “This is…a narrow existing road and this culvert pipe is quite deep. It’s about 8 feet down,” Hartman said.
Hartman told commissioners that during design the team determined the project would disturb more than one acre of ground, which triggered additional permitting; roughly $9,000 of the amendment increase is for permit administration. A motion to approve Amendment No. 1 for $11,100 was made, seconded and carried by the board.
