County hears bids for Community Crossing paving, approves change order and updates Bridge 51 stabilization

Floyd County engineers on Feb. 11 opened bids for the county’s Community Crossing paving project, took the bids under advisement and approved a change order increasing another road/resurfacing project by roughly $39,000.
County Engineer Horatio Urichio announced bids from several contractors for the Community Crossing project. Bids recited in the meeting transcript included (verbatim amounts as announced): Libs Paving $644,569.09; ATP (All Terrain Paving) $1,038,033.65; Louisville Paving Company $825,000; Hall Paving $769,000; MAC Construction $609,573; C and R Construction (Cordon) $737,274.13; E and B Paving $6,630,005.40; and a Floyd County paving entry $30,540. The commissioners moved to take the bids under advisement and approved that motion by voice vote.
On a separate road contract, the county approved a change order after a field review found additional scope that would better cover an area near the project’s retaining walls. The engineer said the work area was extended up and down the hill, increasing the contract by about $39,000 while reducing length by roughly 50 feet; the change was described as approximately a 1.38% net change to the original cost and intended to produce a longer-lived roadway surface. A commissioner made the motion to accept the change order and the board approved it by voice vote.
Engineers also updated the board on Bridge 51 stabilization work. After a bank failure near the bridge, a bridge inspection firm recommended placing riprap to shore the bank. The engineer said crews placed large riprap and would monitor the site through upcoming rain. The county said it would continue monitoring and post updates.
Urichio provided scheduling updates on related projects: the Old Vincennes/Highlander Point intersection improvement at Triber Road has an outstanding utility relocation expected by Feb. 20 and construction anticipated to begin in March, with phased road closures between Tuscany and Duffy and completion targeted before the next school year. On the Ridge 51 project, the county reported it is securing the final five parcels through the eminent-domain combination process and hopes to complete that by March to meet a Sept. 10 letting date for fiscal-year-2026 funding; construction is expected to begin late this year or early next year and will likely last about two years.
A commissioner said county officials are working with state and federal contacts to try to accelerate the Ridge 51 schedule but cautioned that approvals depend on multiple agencies. The board approved the bids-taken-under-advisement motion and the change-order motion by voice votes recorded in the transcript.
