Commissioners table request to allow film crew at Open Door youth shelter pending more information

Floyd County commissioners voted to table a request by a production company to film at the Open Door youth shelter and portions of Pine View, saying they needed more documentation before approving use of the facility.

Building and Development Director Nick Creevey told commissioners that the company, First Capital Films Inc., had provided insurance and had agreed to add the county as an additional insured and to sign waivers and a damage-responsibility agreement. Creevey said the Open Door staff were enthusiastic about the educational opportunity.

Several commissioners said they needed more assurances. One commissioner asked for a written statement from the Open Door board signed by its president and director confirming their support, and another asked to see a copy of the film’s script or content summary and a schedule for access. A commissioner raised site-security concerns given the shelter’s protective environment for children.

After the requests for additional documentation, a commissioner moved to table the matter; another commissioner seconded and the motion carried. The company’s proposed filming dates and the producers’ willingness to wait were discussed but not finalized; staff were directed to return the item to the agenda once the requested documents are on file.

The board did not approve use of the shelter at this meeting.
