Council advances Redwire building appropriations; members seek TIF/bond details

Floyd County Council members on April 8 approved multiple appropriations tied to the Redwire building project and discussed how a TIF-backed bond will fund construction.

County presenter Nick explained the appropriations: the council approved a line item (5a) and a larger construction appropriation (5c) referenced in the meeting as $576,896 from fund 4509 for the Redwire project. Staff said the project is multi‑phase with a total cost “over a $2,000,000” and that additional disbursements from bonds and redevelopment funds have been made.

Council members asked how the bond works and who owns the building. Nick and other staff said the redevelopment commission will own the building and that Redwire will lease the space from the redevelopment commission; the county secured a bond using TIF revenues. Council members asked for the total bond amount and for a repayment schedule; staff stated they would provide those figures later.

Several members queried whether the referenced appropriation covered all construction costs; staff said it did not cover the full build and that the appropriation was for a first phase. One member noted the advertised line item initially listed “utilities,” which staff said was a typographical error and that the item was for construction.

Why it matters: the TIF-backed bond creates a multi-year financing obligation that the county must repay as the building comes into service. Council members asked for exact bond amounts and the payback schedule before proceeding with further work and to confirm that lease revenue from Redwire will help service the debt.
