Portage City Redevelopment Commission approved its fiscal 2025 budgets for the general fund (fund 2555) and the allocation/tax-increment fund (fund 4445) following a staff presentation on projected revenues, expenditures and prioritized capital projects.
Staff member Dan reviewed revenue and expenditure assumptions for both funds and described the worksheets and schedules used to build the budget. He said the general fund revenues for FY25 total about $1,085,000, with anticipated expenditures of roughly $735,000 and an estimated rollover/surplus of about $350,000. For the allocation fund, staff reported a carryover balance from FY24 of about $7,012,000 and total revenues for FY25 estimated at approximately $15,300,000, including tax-increment receipts, interest income and possible land disposals.
The allocation fund presentation listed outstanding debt-service obligations of about $3,328,000 for FY25 (including a $542,000 lease/rental-revenue bond payment). Staff also summarized prioritized capital projects and how the commission modeled spending by assuming 95% completion of high-priority projects, 50% of moderate priorities and a portion of low-priority items to arrive at the planned capital expenditures (about $5,094,000 shown in the budget document).
Commissioners asked how rolling balances and priorities are set and who decides to move a project between priority categories. Dan and other commissioners said the redevelopment commission itself sets project priorities and that the working-group sessions inform but do not bind future decisions. Staff said monthly tracking of revenues and expenditures will be available for commissioners to review.
After discussion, a motion to approve the budgets for fund 4445 and fund 2555 was moved, seconded and approved by voice vote.
Ending: The commission directed staff to provide ongoing budget updates and to include project backup schedules; commissioners also discussed presenting a capital-improvement prioritization at a future work session.
