The commission approved requests to use RDC-owned parcels and a parking lot for two separate concerts, subject to final approval conditions tied to police, fire and liability insurance.
Tom Cherry explained that RoxFest (organized by On the Rocks LLC) requested to use the parking lot by the baseball fields and two adjoining parcels for events on June 20–21. Staff noted Board of Works approval was previously granted contingent on police, fire and insurance sign-offs; the RDC vote included the same contingencies. The organizers were told the city’s police and fire departments must finalize off-duty staffing plans and that the organizers must provide event liability insurance with coverage limits acceptable to the city insurer and attorney.
Commissioners discussed a procedural loop—organizers reported they could not secure final event insurance until they had city approvals, and city staff confirmed insurance companies often require evidence of municipal approval before issuing a policy. The commission asked city legal and insurance staff to review the proposed insurance limits and prepare a standardized special-events contract that would include insurance limits, off-duty staffing requirements, timelines for applications and cleanup obligations.
Ready to Live Entertainment’s event for May 17 was discussed separately; meeting materials included an insurance policy for that promoter and staff said they will review it. The RDC approved both events with the stated contingencies and asked staff to return a final, standard events contract template to streamline future approvals.
