Portage City Redevelopment Commission members approved a series of contracts, project awards and real-estate actions during a meeting that covered engineering, paving, events permits and property work.
The commission awarded the 2025 RDC street paving and repair project to Reith Riley Construction after opening two bids; Reith Riley’s low bid was $1,777,555.57 and Milestone’s bid was $1,889,245.96. Commissioners said the project is a Community Crossings matching grant and that the RDC would be responsible for half of the contract amount under the grant’s 50/50 structure.
The commission approved a professional engineering services contract for Central Avenue phase 3 with American Structure Point; the project will be funded 80% by federal funds (identified in the meeting as the federal share) and 20% locally. Commissioners were told that because federal funding is involved, an environmental document and right-of-way acquisitions could push the project three years or more before construction begins.
Members also approved a professional-services agreement with Game Plan Solutions (David Duran) to identify grants, foundations and sponsorships for a potential downtown sports and recreation development. The contract was described by staff as a funding-development service to pursue state, federal and private philanthropic sources.
Other approvals included: a not-to-exceed supplemental GIS task (Avenue Marsh) to reconnect mapping links and update zoning and PASER layers; a professional-services agreement to study and design fixes for the Portage Mall parking lot (ANZ Engineering, not to exceed $136,000.67, approved upon legal review); and a not-to-exceed $8,000 task to update ArcGIS/parcel mapping.
The commission authorized multiple real-estate steps: appraisals and letters of intent on several parcels (authorizations ranged from an LOI signature to appraisal budgets of $3,800–$5,000), installation of two access gates on a north-side property (quote $12,611), and a five-year billboard lease with OutFront Media that will generate $11,000 per year (years 1–5) and $12,000 per year in years 6–10 (authorization contingent on legal review). The commission also authorized a $3,643 replacement of a cracked skylight dome at 6100 Southport and granted annual permission for two named land stewards to bow-hunt on RDC property pending legal review.
Several items were approved with contingencies. The award of the paving contract, the Portage Mall work and the billboard lease were each conditioned on attorney review or procurement compliance, and special-event use approvals for concerts were conditioned on final police, fire and insurance approvals.
Votes on motions were recorded by voice (aye) rather than roll-call tallies in the public transcript. Several items were passed unanimously by voice vote after a motion and second were made.
