Historic district commission approves Ashleys' window replacement with conditions

The Bedford Historic District Commission on April 1 approved an application by Jeffrey and Linda Ashley to replace aging windows at 11 Ministerial Road, granting conditional permission to install wood windows with exterior aluminum cladding that match the home’s existing 9‑over‑9 configuration.

Commission Chair Kathleen Bemis moved the approval, reading the motion aloud: "I move that the historic district commission approve the request to replace all wood windows with new aluminum‑clad wood windows in accordance with the information provided by the applicant at 11 Ministerial, Lot 14‑9, because the applicant has provided evidence that demonstrates consistency with the HDC ordinance and regulations, subject to the following conditions: (1) all work completed within two years of the date of HDC approval; (2) the applicant shall submit photos of the completed work for the file; and (3) windows completed within the two‑year period meeting the original specifications need not return to the commission; windows submitted after two years could be approved administratively if specifications remain unchanged." The motion was seconded and carried with no recorded nays.

The Ashleys told the commission they want to replace "old leaky windows" with more energy‑efficient units that replicate the existing appearance, including matching shutters and mullion patterns. The applicants said the new windows will present a three‑dimensional mullion effect and will be a Pella model; the commission clarified that the installed product must match the submitted specifications. Commissioners debated whether to approve only the two windows the applicants sought permission for at this meeting or to grant a blanket approval for future replacements matching the same specifications. The commission added an amendment during debate to clarify that the exterior cladding is aluminum (not vinyl), and that administrative review by staff could be used to approve additional identical windows if work extends beyond the initial two installed at this hearing.

The approved conditions require completion of all permitted work within two years of the commission’s approval and submission of photographic documentation of completed work to the commission’s file. The motion included the administrative‑approval path for later identical windows so long as the model, brand and specifications remain the same and the product remains commercially available; if the specified product becomes unavailable or the applicant wishes to change design/specs, they must return to the commission.

Commissioners and staff emphasized the benefits of matching historic appearance while improving energy performance. Chair Kathleen Bemis closed the item by congratulating the applicants and noting the administrative process available to expedite subsequent identical replacements.
